Humanitarian Field Coordination in the Democratic Republic of Congo - OCHA 2009 (en)

The situation remains extremely volatile in the eastern part of the Democratic Republic of Congo (DRC), particularly in the provinces of North Kivu and Orientale. Renewed clashes between armed opposition groups with government forces and foreign troops are resulting in significant displacement, widespread looting, sexual and gender-based violence and a deterioration of humanitarian conditions. It is estimated that altogether over 1.4 million people remain displaced in DRC and that many have been displaced repeatedly. On a daily basis, displaced people face insecurity, weak health services, and lack of food, survival items, safe water and sanitation facilities. In supporting the UN Office for the Coordination of Humanitarian Affairs (OCHA), CIDA's contribution is used to help United Nations agencies, international and local non-governmental organizations, donors and the DRC Government in identifying and providing for humanitarian needs of civilian populations. Activities undertaken by OCHA through this grant include negotiating humanitarian access; defining minimum standards for ensuring a safe and effective operating environment; collection, analysis and timely dissemination of information; participation in inter-agency needs assessments; facilitating the establishment of common logistics, security and communication networks; and developing plans of action and monitoring outcomes.
