The objective of the Strengthening of Agricultural Public Services Project for Haiti is to enable Ministry of Agriculture, Natural Resources and Rural Development (MARNDR) to prioritize and target investments according to sector policies, and improve local agriculture support services. There are three components to the project, the first component being strengthening MARNDR managerial functions. This component will finance (at the central and local level) two subcomponents: a) sector policies and coordination; and b) enhancing administrative, Human Resources (HR), and fiduciary management. The second component is the strengthening farmer extension and support services. This component will finance the expansion of the provision of improved agriculture support services in pilot areas, the first around the research center of Ferme Levi and the second one around the research center of Thiotte-Savane Zombi. Finally, the third component is the project coordination and supervision. Project execution will be under the responsibility of the Director General (DG) of MARNDR and this component will finance incremental costs associated with project implementation. A five person team will work jointly in the various aspects of project execution. The project coordinator will be a member of the DG advisory team, while fiduciary responsibility (procurement and financial management) will be with the Directorate of Administrative and Financial Affaires (DAAF). All efforts by the DG will be made to coordinate project implementation across MARNDR units.
